Due to the general inconsistency of overhaul mods, the best face mod has an inverse scaling answer. That is to say. If you want the most consistency, just stick with vanilla. If you want small upgrades with very good consistency, use NVCE or its revised version. If you want larger upgrades with pretty good consistency, use NVR by dracomies.

Just follow the installation instructions carefully. The only problem with it is that it (and NVR3) do worldspace edits as well. If you're fine with vanilla textures (and don't want unnecessary additions), get Character Expansions Revised.
